In the science discipline,  measurements and values often begin with zero, for example-  the temperature can be zero or below. 

In psychological testing and discipline, too values and measurement cannot be zero. 

Imagine someone’s intelligence being zero, which is of course not possible.

• Relative nature of the psychological tools

There are certain salient features that are kept in mind while creating tests, for example – if the test is made for the urban area people or the test created for the rural people. 

The test needs to be developed in the sense that it is to be properly modified and adapted according to salient features of the context.
