Question- What does the author mean when he says “At Pashupatinath there is an atmosphere of febrile confusion”?

Answer– The author says this because he found the atmosphere of Pashupatinath temple full of chaotic activities.There were so many Hindu devotees elbowed aside by others pushing their way to the front in a huge crowd. Apart from Hindu devotees there were priests,hawkers, tourists, cows, monkeys, pigeons, and dogs roaming around the ground.
